Normally all telecommunication market players, except customers, are heavily focused on number portability from the beginning of service implementation, but in general the population know nothing about this service’s possibilities.

Therefore SOMEONE SHOULD TAKE NP TO THE MARKET. Usually the national regulator plays the initial role in increasing awareness of this service. Later an alternative privately held operator takes the role of spreading information because they see new possibilities for attracting potential customers. But there is also a risk of losing your own customers, so therefore operators want to create awareness only among competitors’ subscribers.
