New FNP rules in Spain

2015-05-26 15:33:26

Telecom paper informs: Spain’s telecoms regulator CNMC has launched a public consultation relating to the fixed line portability market, in a bid to facilitate user requests to change their landline and internet provider. The regulator proceeded to make a number of proposals after detecting a widespread failure on the part of telecoms operators to inform users about cancellation procedures and their consequences. In addition, the CNMC noted a distinct lack of commercial channels to facilitate contract cancellations, with operators in most cases requiring users to unsubscribe by telephone. As a result, the regulator responded to a complaint from broadband operator Jazztel by proposing a series of requirements to be implemented by operators before 15 November. These include providing much more information to users, so that they are fully aware of the consequences of migrating to another operator, including full details of the cancellation period, the corresponding penalties and the customer care services available to resolve any questions. The regulator also wants the same level of attention to be given to cancellation requests as to subscription requests and wants all requests to be assigned a reference so that users can follow their progress, be it via the internet, telephone or in store. One-day fixed line porting has been in force in Spain since 2013.
