All-India MNP deadline delayed by 2 months

The Times of India informs: The Department of Telecom (DoT) has extended the deadline to fully implement the mobile number portability (MNP) across the country by another two months. The earlier deadline to roll out 'full MNP' was May 3. "The government has decided to extend the date of implementation of the full MNP in the networks by two months," an official statement said. Telecom industry body COAI had sought extension for implementing nationwide MNP as telecom operators have to make some technical changes to their networks due to changes in national numbering plan (NNP) and this could take about 8 weeks. The full MNP will allow subscribers to retain their mobile number in any part of the country even when they change their operator or state. At present, MNP allows subscribers to change mobile network while retaining their number in the same telecom circle.

India amends National Numbering Plan for full MNP launch

Telecompaper informs: India's Department of Telecom (DoT) has amended the National Numbering Plan 2003 to support the implementation of full mobile number portability. The amendment covers the dialing procedure for intra- as well as inter-service area basic-to-mobile calls and mobile-to-mobile calls. Operators may allow dialing of intra service areas as well as inter service area calls to their subscribers without any prefix and /or by prefixing '0', and/or by prefixing '+91'. However, intra service areas calls will be allowed without any prefix, the DoT said.

Tigo Senegal ready for mobile number portability

TeleGeography informs: Mobile operator Tigo Senegal, a subsidiary of Millicom International Cellular (MIC), says it is ready to do ‘battle with competitors’ as and when the industry regulator, L’Autorite de Regulation des Telecoms et des Postes (ARTP), implements mobile number portability (MNP) in the African country. According to the cellco’s general manager Diego Camberos, Tigo believes that: ‘the market is willing to operationalise mobile portability, which we believe will be very beneficial for our users’. In an interview published in the weekly Nouvel Horizon Senegal, Camberos said that MNP is an important opportunity for Tigo as it strives to compete with market leader Orange (Senegal) and Expresso Telecom. As previously reported by TeleGeography’s CommsUpdate, at the end of last year the ARTP said it had pushed plans to launch an MNP regime to February 2015 – despite previous assurances that MNP would go live in October 2014. It was June 2014 when Abou Lo, former director general of ARTP, said that the country was on course to launch MNP by October. In an interview at the time, the former ARTP official said he had signed an edict on MNP guidelines in Senegal, including the process of selecting the firm to manage the running of the single platform for it. Lo’s statement followed a similar announcement in October 2013 in which the watchdog confirmed it was conducting a public consultation on a number portability regime, to help achieve an October 2014 launch. Despite the confident statements, the Senegalese population is still waiting for MNP to go live.

Azerbaijan modifies MNP conditions

Telecompaper informs: The Azerbaijan Ministry of Communications and High Technologies has modified conditions for Mobile Number Porting (MNP), reports Trend. The term for the transfer of telephone number to the network of other mobile operators has been reduced from six to three days. MNP service is also now available for indebted subscribers. The new version of the MNP regulation went into effect on 2 March. Until 1 February, over 17,000 telephone numbers were over MNP.

Near 1 million MNP applications in Russia

Telecompaper informs: The number of applications from Russian mobile subscribers willing to access Mobile Number Porting (MNP) services has exceeded 970,000, reports Comnews.ru, citing a study from the Central R&D Institute of Communications. Around 657,000 telephone numbers have already been transferred to other operators over MNP since the launch of the service. An average of 3,000-4,000 subscribers use the service daily.
